Tactic: Avoiding Being Bitten
If you're running out of action points, the best square to rest in will always be the most empty one out of your choices if you're trying to preserve action points. Why's that?
Essentially, all you need to do to figure this one out is remember that you need an action point to move into a square - and obviously the more vampires to bite are in the square when someone's aiming to bite, the more this single action point can be distributed to have aided the biting of those vampires, e.g.
4 vampires in a square require 5 action points to bite:
-> 1 vampire in that square requires 1.25 action points to bite.
7 vampires in a square require 8 action points to bite:
-> 1 vampire in that square requires 1.14 action points to bite.
1 vampire in a square requires 2 action points to bite:
-> 1 vampire in that square requires 2 action points to bite.
In short, if you want to discourage people biting you, you should try and maximise the AP effort they have to expend to get your blood - rest in empty squares. In fact, with the population currently as low as it is, you're best off resting in empty squares at least one removed from any other occupied square (= a '3 AP to bite you' scenario), providing you can reasonably find one.
